2012 Public Affairs Pulse Survey Shows ... - Small Business Trends

It?s election time and that means opinion polls aplenty?most of them focusing on the negative. But one recent poll found something to smile about in America?s opinion of business in general, and small business in particular.

A whopping 88 percent of Americans in the latest 2012?Public Affairs Pulse?Survey (PDF) have a favorable opinion of small business.

That far outpaces the two-thirds (67 percent) who have a positive view of big companies?and it?s more than double the 41 percent of Americans who have a favorable view of the federal government.

Of course, respondents? opinions of big business weren?t all positive. Three-fourths say too much power is concentrated in the hands of a few large companies, and nearly two-thirds say big corporations make too much profit.

Americans? preference for small businesses has grown. Sixty-eight percent say they would rather do business with a small local company than a bigger one offering lower prices. And when asked which has been most important to the economic well-being of the middle class in the last 50 years, 51 percent choose small businesses?vastly outstripping labor unions (19 percent), major companies (17 percent) and the government (11 percent).

How can your small business benefit from this groundswell of support?

Here are some ideas:

• Be proud to be small. For decades, small businesses tried to appear big, but these days, playing up the fact that you?re small is a better marketing strategy. Put a personal face on your business?s website, marketing materials and social media. Let customers get to know who?s behind the business.

No. 3 LSU waits out Isaac, hopes to play Saturday

BATON ROUGE, La. (AP) ? LSU coach Les Miles rode out Hurricane Isaac on Wednesday at the Tigers' football operations building, where he and members of his staff continued planning for Saturday night's scheduled home opener against North Texas.

Players for the third-ranked Tigers were given the option of staying in their own apartments, at the football operations building or in Tiger Stadium.

"All those guys that will be in their own apartments off campus have been told to reconcile where they're at and recognize this is a significant storm and that they need to be safe," Miles said on the Southeastern Conference's weekly conference call with coaches.

Miles added that those who had the opportunity to be with family in south Louisiana were encouraged to consider that option as well.

"Each guy's really been given that choice," Miles said. "''They had time to find the safest shelter and hunker down."

Wednesday's practice was cancelled, and Miles said he was hoping his players would be able to resume preparations for the Mean Green on Thursday, depending on the speed at which Isaac moves out of Baton Rouge and how much damage it leaves behind.

"We're meeting in football and handling our business and reconciling the fact that we missed Wednesday's practice and all the things that we needed to get covered on what was a Wednesday we need now to get covered on Thursday," Miles said

Packing 75 mph winds, Isaac crept slowly across south Louisiana as a Category 1 hurricane on Wednesday, which happened to be the seventh anniversary of much more powerful Hurricane Katrina.

Katrina caused LSU to postpone a game with North Texas in 2005, Miles' first season with the Tigers. The coach joked that the LSU athletic department would no longer schedule games against the Mean Green, then added, "I don't think North Texas really had anything to do with it, but it is an unusual coincidence."

As of mid-day Wednesday, LSU officials said there was still power on campus and that the season opener remained on its original schedule of 6 p.m. Saturday.

That was subject to change, however, if stronger winds and rain expected Wednesday night made daily life in Baton Rouge too difficult for the community to host a football game attracting in excess of 90,000 fans to Tiger stadium.

"The schedule is obviously in relationship to how fast or how slow the storm moves," Miles said. "The schedule (on Thursday) will also depend on how things go (Wednesday) evening."

Syria rebels claim 'revenge' downing of helicopter

Syrian rebels claimed they shot down an army helicopter during fierce fighting in Damascus on Monday, saying it was to avenge the "massacre" of over 330 people in the town of Daraya blamed on regime forces.

State television said the aircraft crashed near a mosque in the eastern district of Qaboon, where activists reported shelling, heavy fire by combat helicopters and clashes between government troops and Free Syrian Army rebels.

"It was in revenge for the Daraya massacre," Omar al-Qabooni, spokesman for the FSA's Badr battalion in Damascus told AFP, adding that rebels had found the body of the pilot after the helicopter plummeted to the ground in a ball of fire.

The Syrian Observatory for Human Rights reported intensified shelling by government forces after the helicopter came down in many areas of east Damascus where anti-regime sentiment is strong.

At least 35 people were killed, including children, the Observatory said, out of a nationwide death toll of 64 on Monday.

The FSA had previously said it shot down a Syrian warplane two weeks ago in the eastern province of Deir Ezzor and captured its pilot, but the claims cannot be independently confirmed.

The assault on the northeast of the capital was unleashed a day after opposition activists accused President Bashar al-Assad's regime of a gruesome new massacre in Daraya, southwest of the capital.

The Observatory said Monday that 334 bodies had now been found in the Sunni Muslim town after what activists described as brutal five-day onslaught of shelling, summary executions and house-to-house raids by pro-government forces.

The White House said the reports of the Daraya massacre were the latest evidence of Assad's "wanton disregard for human life," while Britain said it would be "an atrocity on a new scale" and the EU said it was "totally unacceptable."

Grisly videos issued by opposition activists showed dozens of charred and bloodied bodies lined up in broad daylight in a graveyard in Daraya, and others lying wall-to-wall in rooms in a mosque.

State media said the operation had "purified terrorist remnants" in Daraya, while pro-government television Al-Dunia said "terrorists" had carried out the killings.

Government troops launched the offensive last Tuesday in a bid to crush insurgents who have regrouped in the southwestern outskirts of Damascus after the regime claimed to have retaken most of the capital late last month.

And Assad vowed Sunday that he would not change course in the face of what he charged was a "conspiracy" by Western and regional powers against Syria, which has been convulsed by 17 months of bloodshed.

"The Syrian people will not allow this conspiracy to achieve its objectives" and will defeat it "at any price," Assad said at a meeting with a top official from Iran, Syria's chief regional ally.

Assad, head of an Alawite-led regime in the majority Sunni Muslim country, has since March last year been using deadly force to smother a popular uprising that has escalated into an armed insurgency.

Human rights groups have accused the regime of committing many atrocities during the conflict, and a UN panel said earlier this month it was guilty of crimes against humanity.

As the violence escalates, the regime has been abandoned by several high-profile figures but analysts say its inner core is intact and that Assad still has support from many in the Christian community and among certain sectors of the Sunni population.

Activists say around 25,000 people have been killed since March last year, while the United Nations says at least 200,000 people have fled to neighbouring countries and another 2.5 million are in need inside Syria.

Underscoring the growing humanitarian crisis, Turkey, which is struggling to cope with an influx of 80,000 refugees, said another 9,000 were now massed at the border awaiting for more camps to open.

Jordan and the UN Children's Fund appealed for financial aid to cope with the refugee exodus.

Fighting also erupted in other flashpoints on Monday, with the Observatory reporting shelling by government forces in the northern city of Aleppo and areas of the central city of Homs that have been besieged for over two months.

Despite their far superior firepower, government forces are struggling to defeat rebels who have built strongholds in many parts of the country, particularly the once-thriving commercial hub of Aleppo.

August is already the deadliest single month of the conflict with at least 4,000 people killed, according to the Observatory, and the violence escalating as the UN Security Council appears powerless to act.

Iran, Damascus's staunch ally which has been kept out of international efforts to end the bloodshed, said this week it is planning to submit a plan to end the conflict to a Non-Aligned Movement summit it is hosting from Thursday.

Syria's National Reconciliation Minister Ali Haidar, in Tehran for preparatory meetings for the summit, insisted that calls for Assad to step down are "completely unacceptable".

But in Germany, opposition activists said they have drafted a road map for a post-Assad future, drawing on examples from other states that moved to democracy such as South Africa.

Addressing the need for microscopic speed

Researchers at the University of Leicester have developed a new form of digital microscope which can create an image 100 times faster than regular equipment ? without losing image quality.

The team of scientists have developed a new type of confocal microscope that produces high-resolution images at very fast speeds.

The findings are due to be published on the online journal PLOS ONE on August 24.

The device, which takes a cue from consumer electronics such as televisions, can be bolted on to a regular microscopes and projects light through a system of mirrors on to the microscopic sample.

The device projects patterns of illumination onto the specimen, and only light that is precisely in the plane of focus returns along the same path and is reflected by the mirror onto a camera to form an image.

The ability to be able to program the mirror device allows the illumination pattern to be adjusted easily for different types of specimens and conditions giving ease of use and flexibility.

Unwanted light that comes from regions of the specimen which are out of focus are rejected, improving the image quality.

The resulting images can be scanned on a computer at around 100 frames per second, showing biological processes such as cell activity at much higher speeds than regular microscopes - which tend to be capped at around 1 frame per second.

The Leicester team's microscope has no moving parts, making it robust, and the use of a programmable, digital micromirror allows the user to alter the size and spacing of mirrors in order to choose the quality of the image and adapt to different imaging conditions. Consequently, it has much greater flexibility than other microscopes capable of similar speeds.

The researchers believe this technology will be a big help to those working in many scientific fields, including biomedical research and neuroscience.

The research was led by Professor Nick Hartell, of the University's Department of Cell Physiology and Pharmacology, who plans to use the new device for his own work studying the cell mechanisms involved in the brain's storage of memories.

The project last for three years and was funded by the Biotechnology and Biological Sciences Research Council (BBSRC), which has also provided funding for the team to develop the device as a commercial product.

Professor Hartell said: "We built the device as there is a 'need for speed'. I found out about this technology from its use in projectors and realised that it could be used to develop a microscope.

"Modern biological research, and modern neuroscience, depends upon the development of new technologies that allow the optical detection of biological events as they occur. Many biological events take place in the millisecond time scale and so there is a great need for new methods of detecting events at high speed and at high resolution.

"We are very excited because we have been able to go from a concept, to a working prototype that is useful for my research into neuroscience. There is a good chance that we will be able to make a product and see that being used in labs in the UK and worldwide."

Neil Radford from the University's Enterprise and Business Development Office adds "This capability provides a breakthrough from traditional Nipkov disk technologies and Professor Hartell is now working closely with us to commercialise the technology with a leading scientific instrument manufacturer."

Dragons... For hundreds of years, these majestic masters of the sky graced the world of Lyte; epics have been written narrating tales of their illustrious pearly scales glittering high in the air, dipping in betweenst the cloud not unlike dolphins. Though they were a creature of unquestionable beauty, their ferocity in combat was equally unmatched--or so we all thought.

Dragon hunters arose in legions, eager to prove their might against the fiercest of all. Not all succeeded, but those who managed to somehow best the beasts were treated with honor and nobility, for if one could beat the Masters of the Sky, truly they must be incredible. Unbeknownst to the people of Lyte, the hunting of dragons were dwindling their numbers down to a dangerous few, but when they finally realized their mistake, it was too late, and the last of the dragons fell to the blade.

We now live in a time without dragons... o'er a hundreds cycles have passed. None could claim to witness one with their own eyes, and so they began to fade unto stories of regret and sorrow. Decades past in the blink of an eye, though the extinction of the Great Race still weighed heavily upon the shoulders of humans. Dragons became revered and even worshiped in some villages.

Suddenly, as if to answer their prayers, a group arose by the name of the Draconic Vigil. They were a long-aged, traditional collective whose birth rose--in secret--with that of the first dragon hunters. They brought with them out of hiding the greatest gift the world had ever seen--dragon eggs. The followers of the Draconic Vigil were given an entire valley to use as a sanctuary, in the hopes that the Great Race could be risen from the ashes, and the mistakes of the past could be washed away clean. This wondrous valley came to be know as...

Some years have passed, and you have been chosen by the Draconic Vigil to be allowed entry into their sanctuary to do one thing, and one thing only: Adopt-a-Dragon. Why you, you may ask yourself. It is unsure of the method of selection the Draconic Vigil uses in such times, however they are always certain of their choice. A human must be paired up with a dragon if it is to be brought up in a world of humans. It is with this hope that when the dragons flourish freely once more, it will be as a friend of mankind. This is the highest honor of the past several ages; your home village is in such an ecstatic uproar that they throw a grand festival in your name, for bringing invaluable amounts of honor to your own. Once you've had some time to prepare, you set out on the journey across Lyte--your pilgrimage to Draconia Valley.

All the while, you know that once there you will be asked what type of dragon you'll want to adopt...

Will you choose a green dragon?

If nature is your thing, then you might just click very well with this particular type of dragon. In their own time, they were the protectors of the forests and all things living. As such, they were known to be fiercely loyal to those they considered worthy of their devotion. Their scales were said to be among one of the most breathtaking sights in all the land.

No? Perhaps a blue dragon would be right up your alley.

Armadent of our shores and seas, this particular breed of dragon was known to be the fastest fliers. Their bodies supported a more slender frame and and a wider wingspan, all in the preparation for long-term flights, almost making their endurance exceptionally good.

Still scrolling? Then surely a red dragon will tickle your fancy?

Overseer of the mountains and volcanic regions, this breed of dragon is known for having the greatest mastery over fire, and as such, can learn how to use it at a much earlier age. These intelligent dragons grow to be the second largest dragon, while keeping an average level of competence in agility and fighting, making this the most well-rounded dragon.

No...surely you aren't considering a black dragon?

You just might be that crazy, are you? These flying leviathans are by far the biggest dragon out of all the breeds. They are the Shadow Stalkers; The Living Nightmares; The Flying Death. Taming these dragons will be no simple task as you will soon notice they will outgrow you by a very young age. These dragons have a short temper and a nasty habit of not playing by the rules. If one could successful tame one though... that would be a sight to see. Then again, no one has ever raised a dragon from a hatchling before...ANY type of dragon!

Hello everyone! I go by the name Mazzy, and I'll be the GM of this RPG. I want to make something very clear right now: This is just going to be a 2-3 person RP, which means I'll only be taking on one or two people to join me on this adventure! Why, you ask? To be honest, I tried this type of RP once before, and I eventually had to abandon it because it overburdened me with too much to keep track of! You'll see why in a second when I go over what I'm offering as apart of this RP. The style we will be playing is that YOU will be the adventitious youth hoping to come and tame a dragon, while I'll be playing as...well, everything else! I will control the environments, NPCs, and random events that may happen over the course of the story.

Another reason why this is only going to be just a view people for now now... I've never done this before! Yes, I will admit to my newbiness when it comes to being a GM. I want to get my feet wet before I jump right in. Once I'm satisfied that I can even handle this RP with one person, I may consider making this a group RP, but until that time it's going to be one person.

Note that this project is still in it's infancy, and will take a bit longer for me to fully think out. I'm posting this right now to see if anyone would be interested in participating. Should I get some positive feedback, I will eventually make the RP and announce it to any player who asks for it (if you think you would be interested in this RP, post here saying so, and I'll PM you when it's all complete!). Who controls my dragon, me or you?

How will the storyline start out?

With you first entering the Valley. Picking your dragon will be part of the storyline.

You mentioned something about a map. What will be in the valley?

Like I said, this is a work-in-progress, and as such I'm still working on that. I can tell you that there'll be a few distinct districts (Residential, marketplace, ect) for you to explore.

Does my activity REALLY effect my dragon's health?

Oh absolutely! The longer you are away, the greater your dragon's susceptibility to disease. Remember: a happy dragon means better stat bonuses!

What good are stats if I can't do anything with them?

Ah, but you can. Within the world there will be plenty of fun adventures for you and your dragon. The higher your stats, the higher chance of success. Also, certain quests will require certain stats.

I kind of want the black dragon now that you said I was crazy... made me feel all big and stuff. Is it really as hard as you say though?

Yes, a black dragon will be substantially harder to control, and its loyalty harder to earn.

Is the black dragon going to be overpowered?

Not at all! All the dragons will be fairly balanced if you decide to compare them. It comes down to what you're looking for in a dragon: loyalty, speed, intelligence, or size. This isn't to say that if you choose a blue dragon, it won't be loyal to you. It just might be harder to gain its loyalty than a green dragon. Vice versa, it might be a bit more difficult to teach a green dragon to fly as well as a blue dragon.

Apple jurors grappled with complex patent issues

SAN JOSE, Calif. (AP) ? The youngest juror, a 24-year-old whose favorite court attire was T-shirts bearing names of rock bands, chose a Beatles sweatshirt for Friday's dramatic unveiling of the $1.05 billion verdict in favor of computer titan Apple Inc. One of the oldest was a retired electrical engineer who, as foreman, signed the unanimous verdict that Samsung Electronics Co. copied Apple's patented technology for the iPhone and iPad. Among the other seven jurors were a homemaker, a bicycle shop manager and a U.S. Navy veteran.

The decision Friday by this panel of people from many walks of Silicon Valley life was one that experts say could dramatically alter the future of computer tablet and phone design if the verdict stands. But the case also is part of a trend that has accompanied an explosion in the number of patent infringement cases, especially in the technology sector.

Increasingly, these highly complex disputes are being decided by juries, rather than judges, and the juries tend to issue more generous awards for patent violations.

That has companies on the receiving end of successful patent infringement lawsuits crying foul and calling for reform in the patent system, but it also has some legal experts questioning whether ordinary citizens should be rendering verdicts and fixing damages in such high-stakes, highly technical cases.

"That's a great question ... and it's the subject of a fair amount of current debate," said Notre Dame University law professor Mark McKenna.

Deliberations in the Apple v. Samsung battle were far more challenging than most. The jury was confronted with hundreds of questions on a 20-page verdict form that was more complicated than a U.S. tax return. They had in the jury room more than two dozen electronic devices at issue, 12 patents to decipher and 109-pages of instructions from the judge on rendering a verdict.

"This case is unmanageable for a jury," Robin Feldman, an intellectual property professor at the University of California Hastings Law School, said before the verdict. "There are more than 100 pages of jury instructions. I don't give that much reading to my law students. They can't possible digest it."

"The trial is evidence of a patent system that is out of control," Feldman said. "No matter what happens in this trial, I think people will need to step back and ask whether we've gone too far in the intellectual property system."

Apple filed suit in April 2011, accusing Samsung of essentially selling illegal knockoffs of its popular iPhones and iPads. Apple demanded $2.5 billion in damages and an order barring U.S. sales of the Samsung products in question. Samsung countered with its own claims, accusing Apple of using wireless technology it owned.

The jury rejected Samsung's claims and refused to award Apple the maximum amount demanded, finding that fewer Samsung products violated Apple's patent than alleged.

The jury arrived at its verdict after less than three days of deliberations, far swifter than many experts thought in view of the many complex issues.

The foreman, Velvin Hogan, a 67-year-old electrical engineer, told the San Jose Mercury News on Saturday that the panel was methodical. "We didn't whiz through this," said Hogan, who relied on his own experience patenting inventions. "We took it very seriously."

Hogan, who does not own Apple products, said the first task was to determine if Apple's patents were valid. Using his own experience getting a patent, Hogan said he had a revelation on first night of deliberations while watching television. "I was thinking about the patents, and thought, 'If this were my patent, could I defend it?'" Hogan recalled. "Once I answered that question as yes, it changed how I looked at things."

The jury did not completely grant Apple's demand for at least $2.5 billion, Hogan said, but they "wanted to send a message to the industry at large that patent infringing is not the right thing to do, not just Samsung."

Although the jurors all promised to weigh the evidence fairly, jury consultant Ellen Brickman said Samsung started out the underdog for several reasons. Apple is based just 10 miles from the courthouse, jurors have a predisposition to side with patent holders, and Samsung is a foreign-based company fighting a domestic outfit during tough economic times.

Finally, she noted that many Americans view Apple and its late founder Steve Jobs as legendary innovators. "Apple changed the world when it came to computers. Apple changed the world when it came to phones," she said.

Samsung has vowed to fight the case all the way to the U.S. Supreme Court. It will first ask the trial judge to toss the verdict. Failing that, Samsung will appeal to the Court of Appeals for the Federal Circuit in Washington D.C., a specialized court that hears nearly all patent appeals.

Apple itself benefited from a judge last year reversing a jury's verdict in a patent trial in Tyler, Texas. A jury had awarded software company Mirror Worlds $625.5 million after concluding Apple infringed three patents related to how documents are displayed on computer screens.

"Mirror Worlds may have painted an appealing picture for the jury, but it failed to lay a solid foundation sufficient to support important elements it was required to establish under the law," U.S. District Judge Leonard Davis wrote in April 2011 in tossing out the jury's verdict.

The number of jury trials, as opposed to "bench" trials presided over exclusively by a judge, has greatly increased in the last 20 years, a 2011 PriceWaterhouseCoopers study concluded. It found that only 14 percent of patent trials were held before juries in 1980, 25 percent in 1990 and nearly 60 percent since 2000.

The consultants attributed that dramatic rise in part to a tendency of juries to award higher damages than judges. The average jury award was a little more than $10 million during the last decade while the average award after a bench trial was barely more than $1 million.

Both sides must agree in order to have a case decided by a judge rather than a jury.

The number of patent suits in the technology sector has soared in recent years.

PriceWaterhouseCoopers reported that 182 lawsuits were filed between 2006 and 2010 involving patents in "computer hardware/electronics, software and telecommunications." That was an increase from 77 filed during the previous five years.

Losing companies often appeal to the Court of Appeals for the Federal Circuit, which received 432 cases from the federal district courts in the 12-month period ending March 2011. The court reported that it reversed 19 percent of those cases, without differentiating between bench trials versus jury trials.

"The purpose of the patent system is to encourage innovation, but the system is still too often exploited in pursuit of other goals," Steven Zipperstein, the chief legal officer of Blackberry phone maker Research in Motion Ltd., said in a statement earlier this month. "This case clearly highlights the significant need for continuing policy reform to help reduce the amount of resources wasted on unwarranted patent litigation," he said.

Zipperstein was responding to U.S. District Judge James Ware tossing out a $147.2 million jury verdict against Ontario, Canada-based RIM after a monthlong patent trial in San Francisco.

The judge said the "clear weight of the evidence" couldn't support the jury's verdict that RIM used the patented technology of New Jersey-based software maker Mformation Technologies.

"Suburgatory"?has found Tessa's mother -- and it's a doozy. Malin Akerman?has landed the pivotal role of Alex on ABC's sophomore comedy,?The Hollywood Reporter?has confirmed.

Her character, described as a "beautiful and free-spirited singer-songwriter" who has never met her daughter, will appear in the Thanksgiving and Christmas episodes of the upcoming season as TVLine?first?reported. UK newspapers steer clear of naked Harry photos

LONDON (AP) ? The prince has no clothes ? but British newspapers aren't running the pictures.

The country's scandal-loving tabloids devoted many pages Thursday to the story of Prince Harry's naked romp in a Las Vegas hotel suite. But all heeded a warning from royal officials that printing the images ? already seen by millions on the Internet ? would infringe the prince's privacy.

So while Ireland's Evening Herald ran the stark-naked prince on its front page, British newspapers made do with pictures of holiday Harry in bathing trunks and fedora hat.

The Sun tabloid came up with the most creative solution, getting a staff member named Harry and a 21-year-old female intern to recreate the naked pose under the headline "Harry grabs the crown jewels."

Bob Satchwell, head of industry group the Society of Editors, said papers were merely complying with editors' voluntary Code of Practice, which declares "it is unacceptable to photograph individuals in private places without their consent."

But other media-watchers said a scandal that erupted a year ago over phone-hacking and other tabloid wrongdoing had tamed Britain's once-rambunctious press.

Newspapers were exposed to a trial of public opinion as Judge Brian Leveson's media ethics inquiry heard from celebrities, politicians and crime victims who said their lives had been turned upside down by press intrusion.

The scandal has killed one tabloid, the News of the World ? shut down by owner Rupert Murdoch after revelations about its illegal eavesdropping ? and tarnished the entire British media.

With the inquiry considering whether to impose stricter limits on press freedom, many feel the tabloids are staying away from kiss-and-tells and celebrity scoops that they once would have relished.

Neil Wallis, a former News of the World executive editor, said fallout from the hacking scandal had left newspapers "terrified of their own shadow."

"In this post-Leveson era ... they daren't do things that most of the country, if they saw it in the newspaper, would think 'that's a bit of a laugh,'" Wallis told the BBC.

While newspapers including The Sun and the Daily Mirror proclaimed that the naked photos had been "banned," that is not strictly true.

Prince Harry's office confirmed it had contacted industry watchdog the Press Complaints Commission, which in turn advised newspapers not to publish the pictures. Any paper that ran them risks being chastised by the commission, which can demand a newspaper publish an apology, but has no power to issue fines.

They could also potentially be open to an invasion-of-privacy lawsuit from the prince.

Once, editors might have risked it, arguing that publishing the images was in the public interest because Harry is a public ? and publicly funded ? figure.

Satchwell acknowledged there was a risk Leveson's inquiry could chill press freedom. But he said newspapers were simply behaving responsibly over Harry.

"Of course freedom of the press is vitally, vitally important," he said. "But just because you can publish something doesn't mean that you should."

As the international community continues to strive towards clean, renewable energy, South Korea has turned towards an abundant resource to power the future: the powerful waves of the Yellow Sea. Marine experts from Orkney, Scotland have recently agreed to advise South Korean engineers during the construction of a new tidal testing center in the northwestern Incheon Metropolitan City. The European Marine Energy Centre, or EMEC, has been operating in Scotland since 2003, where it has been developing technologies that generate electricity by harnessing the power of waves and tidal streams. Although the turbulent waves of the Yellow Sea have been noted as "very tough to work in," and EMEC spokeman has said that the waters offer some of the world's most tidal conditions, therefore making it a superb resource.

This project is not the first of its kind to reach South Korean shores, however. For eight years now, the South Korean government has been investing in and developing its tidal wave power plant infrastructure, including a fully-operating plant in Shihwa that began operations in 2011. The 254 megawatt Shihwa plant is also located off the Yellow Sea, and long-term feasibility studies have also been completed for planned sites, such as a 480 megawatt site projected to be at Garolim Bay. Building these new structures could potentially have a negative environmental impact, stated Keyyong Hong, director of marine structure and plant research at the Korea Ocean Research and Development Institute, so the building of research facilities to gather reliable data is an important first step before breaking ground.

South Korea's need to gather this information about marine technology was what brought EMEC to its shores, and displays the vital aspect that international collaboration has in the success of the global renewable energy industry. Moung Jo Cho, director general of economic hub promotion for Incheon, said that "the mutual benefits to be gained from this relationship are clear in terms of the support we can provide to one another." Aside from South Korea, EMEC has also been working on project through the Pacific region, including agreements with China's Ocean University, Japan's planned Marine Energy Center, and the planned Pacific Marine Energy Center of Oregon in the United States. As for the future of the renewable energy market, South Korean officials have reported that these developing projects have made the market worth $3.64 billion in 2012, and should be around $48 billion by 2022.
