Depardieu, in tax fight, gets Russian citizenship

MOSCOW (AP) ? The Kremlin has cast Gerard Depardieu in one of the most surprising roles of his life ? as a new Russian citizen.

The announcement Thursday that President Vladimir Putin has approved Depardieu's application for citizenship is almost a real-life analogue to the French actor's 1990 comedy "Green Card," in which his character enters into a sham marriage in order to work in the United States.

But in this version, taxes appear to be at the heart of the matter. Depardieu has waged a battle against a proposed super tax on millionaires in his native country.

French President Francois Hollande plans to raise the tax on earned income above ?1 million ($1.3 million) to 75 percent from the current 41 percent, while Russia has a flat 13-percent tax rate.

A representative for the former Oscar nominee declined to say whether he had accepted the Russian offer.

Thursday was a holiday in Russia and officials from the Federal Tax Service and Federal Migration Service could not be reached for comment on whether the decision would require Depardieu to have a residence in Russia.

But it's clearly an image buffer for Russia, calling attention to the country's attractive tax regime and boosting Putin's efforts to show that the economic chaos of the early post-Soviet period has passed.

"The distinctiveness of our tax system is poorly known about in the West. When they know about it, we can expect a massive migration of rich Europeans to Russia," Deputy Prime Minister Dmitry Rogozin bragged on Twitter.

Others aren't so sure.

Political analyst Pavel Svyatenkov told the state news agency RIA Novosti that the move was "very good, very high-quality PR for Russia" but he was didn't think it would ignite a flood of new residents.

"I don't expect a massive movement of rich people to here, for the reason that Russia remains a pretty poor country by Western measurements and here there are bigger problems with crime and corruption," he said.

As Depardieu's criticism of the proposed tax roiled his country, French Prime Minister Jean-Marc Ayrault called him "pathetic."

Depardieu responded angrily in an open letter.

"I have never killed anyone, I don't think I've been unworthy, I've paid ?145 million ($190 million) in taxes over 45 years," the 64-year-old actor wrote. "I will neither complain nor brag, but I refuse to be called 'pathetic'."

Depardieu said in the letter that he would surrender his passport and French social security card. In October, the mayor of a small Belgian border town announced that Depardieu had bought a house and set up legal residence there, a move that was slammed by Hollande's newly-elected Socialist government.

Najat Vallaud-Belkacem, the French government spokeswoman, didn't comment directly on Depardieu's tax fight. But she drew a clear distinction between people who have personal or professional reasons to live abroad and "French citizens who proclaim loudly and clearly that they're exiling themselves for fiscal reasons."

She said Putin's offer "is an exclusive prerogative of the Russian chief of state."

Depardieu has had increasingly high-profile ties with Russia.

Last October he visited Grozny, the capital of the Russian province of Chechnya, to celebrate the birthday of Chechen President Ramzan Kadyrov. And in 2011, he was in Russia's Arkhangelsk region to play the lead role in the film "Rasputin."

He is well known in the country, where he appears in an ad for Sovietsky Bank's credit card and is prominently featured on the bank's home page.

"You have to understand that Depardieu is a star in Russia," Vladimir Fedorovski, a Russian writer living in France, told the Europe 1 network on Thursday. "There are crowds around Depardieu. He's a symbol of France. He's a huge ambassador of French culture."

Depardieu has made more than 150 films and was nominated for an Academy Award for his role as Cyrano de Bergerac in the 1990 film of the same name.

The Kremlin statement gave no information on why Putin made the citizenship grant, but the Russian president had expressed sympathy with the actor in December, days after Depardieu reportedly said he was considering Russian citizenship.

"As we say, artists are easily offended and therefore I understand the feelings of Mr. Depardieu," Putin said.

Although France's highest court struck down the new tax on Dec. 29, the government has promised to resubmit the law in a slightly different form. On Wednesday, the French government estimated the court decision to overturn the tax would cost the country ?210 million ($275 million) in 2013.

In an interview, Depardieu told the Sunday Parisien the court decision made no difference.

France's debt burden is around 90 percent of national income ? not far off levels that have caused problems elsewhere in the 17-country eurozone.

Depardieu is not the only high-profile Frenchman to object to the super tax. Bernard Arnault ? chief of the luxury goods and fashion giant LVMH and worth an estimated $41 billion ? has said he would leave for Belgium.

Transocean to pay $1.4 billion in Deepwater spill

WASHINGTON - Transocean Ltd has agreed to pay $1.4 billion to settle U.S. government charges arising from BP Plc's massive 2010 Deepwater Horizon oil spill in the Gulf of Mexico.

The settlement unveiled by the Department of Justice includes $1 billion in civil penalties and $400 million in criminal penalties. The company had set aside a total of $1.95 billion in potential losses related to the spill, including $1.5 billion for its anticipated settlement with the DoJ.

Shares of Transocean were up 7 percent at $49.50 on midday trading on the New York Stock Exchange. The Standard & Poor's 500 Index was up 0.1 percent.

"The bottom line to me is they now can put away the big black cloud that has been hanging over them," said Phil Weiss, an oil analyst at Argus. "I take this as a positive, even if the number is a little higher than I expected."


Switzerland-based Transocean owned the Deepwater Horizon rig that was drilling a mile-deep well when a surge of methane gas sparked an explosion on April 20, 2010. The explosion killed 11 men and led to one of the largest environmental disasters in U.S. history.

"This resolution of criminal allegations and civil claims against Transocean brings us one significant step closer to justice for the human, environmental and economic devastation wrought by the Deepwater Horizon disaster," U.S. Attorney General Eric Holder said in a statement.

BP to pay $4.5 billion, plead guilty to manslaughter in Gulf of Mexico oil spill

BP and Transocean had "multiple safety management system deficiencies that contributed to the Macondo incident," and neither had adequate safety rules, according to a July 2012 report from the U.S. Chemical Safety Board.

Transocean and BP disagreed on who was in charge of interpreting what is known as a negative pressure test, which could have alerted workers to the well's instability.

BP in November agreed to a settlement with the U.S. government worth $4.5 billion, including the largest criminal fine ever at $1.256 billion. The London-based oil company also agreed to plead guilty to obstruction of Congress, a felony.

    Can anyone recommend a dedicated/external IDE for lua on Windows? I'm of the mind to do some mobile programming using Corona as well as perhaps some playing with Garry's mod.

    I've got the lua for windows install, and it has Scite editor, but it lacks some real IDE features that are handy; intellisense, contextual help, etc. Would really appreciate a recommendation from renoise community about lua beyond renoise own editors.

    BTW. I found LuaEdit but am looking for something more robust; ideally not an eclipse plugin like LDT (Not a fan of eclipse), and something simple straight and to the point.

    LOL, nevermind. I'm a newb, the Scite has everything I need.

    (AP) ? A Syrian warplane blasted a gas station near Damascus Wednesday, killing and wounding dozens of people and igniting a huge fire in what could be one of the bloodiest attacks in weeks during the 22-month civil war.

    Activists said a single Russian-built MiG fighter fired a missile that hit the gas station, setting off an inferno in the eastern suburb of Mleiha. Black smoke billowed from the site. An amateur video posted online showed charred bodies and gruesome carnage at the scene.

    Mohammed Saeed, an activist who visited the site, said the missile struck as drivers waited in line with their cars at the station. Syria has been facing a fuel crisis, and people often wait for hours to get gasoline.

    The Britain-based Syrian Observatory for Human said "tens of people were killed or wounded." At least 10 bodies were seen in an amateur video.

    "Many of the people who were there were killed," Saeed said via Skype. "Body parts could be seen on the ground."

    He said the missile fired by the MiG warplane caused a crater a meter (three feet) deep.

    An amateur video showed several vehicles on fire and a cloud of smoke rising into the air. The videos appeared genuine and corresponded to other AP reporting on the events depicted.

    It was unclear why the Syrian military targeted the gas station. There have been clashes and shelling in nearby areas in the past days.

    Saeed said there were two other air raids in the nearby suburbs of Maadamiyeh and Deir al-Asafir.

    "Since yesterday the raids have been very intense," Saeed said.

    In the north, rebels attacked a sprawling air base Wednesday as the opposition expanded its offensive on military airports in an attempt to sideline a major weapon in the hands of President Bashar Assad's forces.

    The Observatory said the rebel assault on the Taftanaz base was preceded by heavy shelling of the area, and the fighters appeared to be trying to storm the facility. Observatory director Rami Abdul-Rahman described the attack as one "of the most intense" on the airfield.

    In the past few weeks, Syrian rebels have stepped up their attacks on airports around the neighboring province of Aleppo, trying to chip away at the government's air power, which poses the biggest obstacle to the opposition fighters' advances. As its control of large swaths of territory has slipped over the past year, the government has increasingly relied on its warplanes and helicopters to strike rebel-held areas.

    Several past rebel attempts to capture the Taftanaz base have failed.

    The Observatory said Syrian army helicopters were helping defend the airfield against the rebel assault. It said four rebels were killed in the clashes around the base, and one helicopter was hit by rebel fire.

    The Observatory said the rebels attacking Taftanaz base included members of Jabhat al-Nusra, affiliated with al-Qaida and branded a terrorist organization by the U.S. The group's fighters have been among the most effective on the rebel side in their battle to oust Assad.

    On Tuesday, clashes between government troops and rebels forced the international airport in Aleppo to stop all flights in and out of Syria's largest city.

    Rebels have been fighting for control of Aleppo since launching an offensive on the city over the summer. The fight over the commercial hub has turned into a bloody stalemate. Rebels have captured large swathes of territory in the surrounding Aleppo province west and north of the city up to the Turkish border.

    The rebels have been attacking three other airports in the Aleppo area, including the Mannagh military helicopter base near the Turkish border. They have posted dozens of videos online that appear to show fighters shooting mortars, homemade rockets and sniper rifles at targets inside the bases.

    The LCC said rebels Wednesday bombarded the Mannagh air base, which has been subjected to almost daily attacks since late last month.

    The Observatory also reported that eight shells struck the Palestinian refugee camp of Yarmouk in the capital forcing some of the residents to flee the area that is mostly in the hands of rebels.

    Anti-regime activists say more than 45,000 people have been killed since the uprising against Assad began in March 2011. Since then, it has evolved into a full-scale civil war with scores of armed groups across the country fighting regime forces.

    (AP) ? Green Day is going back on the road.

    The Grammy-winning punk band announced new tour dates Monday.

    The band canceled the rest of its 2012 club schedule and postponed the start of a 2013 arena tour after singer-guitarist Billie Joe Armstrong's substance abuse problems emerged publicly in September when he had a profane meltdown on the stage of the iHeartRadio Music Festival in Las Vegas. The band's rep announced later that Armstrong was headed to treatment for substance abuse.

    "I just want to thank you all for the love and support you've shown for the past few months," Armstrong told fans in a statement Monday. "Believe me, it hasn't gone unnoticed and I'm eternally grateful to have such an amazing set of friends and family. I'm getting better every day. So now, without further ado, the show must go on."

    The tour is scheduled to begin March 28 at the Allstate Arena in the Chicago area. Tickets for postponed shows will be honored on the new dates, and refunds will be available for canceled shows.

    "We want to thank everyone for hanging in with us for the last few months," the band said. "We are very excited to hit the road and see all of you again, though we regret having to cancel more shows."

    The band released their most recent album, "Tre," on Dec. 11, more than a month ahead of schedule.
