Casta?eda: Adult Basic Education crucial to Texas' economic success

SAN ANTONIO, August 1 - The Texas Border Coalition has reiterated its strong support for the move of Adult Basic Education from the Texas Education Agency to the Texas Workforce Commission.

Legislation to make the switch was authored by state Sen. Joan Huffman of Houston and sponsored by state Rep. Ryan Guillen of Rio Grande City during this year?s regular legislative session. The legislation, Senate Bill 307, passed and Gov. Rick Perry is set to ceremonially sign it into law in South Texas in the coming weeks.

The legislation carries out a key recommendation made by the Sunset Commission during the interim that ABE be moved from TEA to TWC. The legislation requires TWC to provide adequate staffing, including the hiring of a director, to ?develop, administer, and support a comprehensive statewide adult education program and coordinate related federal and state programs for the education and training of adults.?

The Texas Border Coalition represents cities, counties and economic development groups from Brownsville to El Paso. It has made Adult Basic Education one of its top legislative priorities for many years. On Wednesday, Blas Casta?eda, chair of the TBC?s workforce development committee, testified in favor of ABE?s move to TWC at a TWC Stakeholder's meeting in San Antonio. The meeting was held in conjunction with the Tex-BEST Summit being held at the Grand Hyatt hotel.

Casta?eda is a former external affairs/economic development officer at Laredo Community College. He now consults on workforce training and economic development. He has chaired the TBC's workforce development committee for many years.

?We worked intensively to get this major change during the regular session since we need this type of delivery process for our higher education institutions to deliver critical and wide open access to the folks that are looking to us for such services. They want to get back into the workforce,? Casta?eda said.

?Business and industry is in dire need of a trained workforce and having this process within the workforce system facilitates a major opportunity for both participants and the industry employers in Texas.?

Casta?eda said TBC must work hand in hand with border communities and the industries that provide the economic impacts for all of our cities and counties in Texas. ?The result is the creation of competitive business developments and the state with the highest job creation in the country. Our Texas is on roll,? Casta?eda said.

I am proud to testify today on behalf of the Texas Border Coalition (TBC) in support of transferring the Adult Basic Education (ABE) program from the Texas Education Agency to the Texas Workforce Commission (TWC).

The Texas Border Coalition (TBC) is a collective voice of border mayors, county judges, economic development commissions focused on issues that affect more than 2.5 million people along the Texas-Mexico border region and economically disadvantaged counties from El Paso to Brownsville.

As Chair of TBC?s Workforce Development Committee, and during my 37 years at Laredo Community College, I have had the opportunity to work closely with state and local organizations that are dedicated to providing adults with the basic reading, writing and math skills they need to participate in our state?s 21st Century economy and provide for their families. The adult education program is absolutely crucial to decreasing unemployment, increasing literacy and putting Texas on a path to continued economic success in the 21st Century.

TBC strongly supports this move, and believes that ABE aligns well with TWC?s mission to develop our state?s workforce. TBC believes that TWC will provide good direction to make the ABE program even more impactful for Texans who need basic skills to enter the workforce and contribute to our state?s economy. TBC is excited to work with the Workforce Commission members and staff to make the ABE transition smooth and effective.

TBC strongly supported SB 307 by Senator Huffman and Rep. Guillen, which mandates this move. In 2012, TBC testified in support of the Sunset Advisory Commission recommendation to transfer the adult education programs from the TEA (Texas Education Agency) to the Workforce Commission and create an Adult Education and Literacy Advisory Committee.

TBC supported this move with the understanding that the current funding and resources for the program stay intact and are allocated to the areas of greatest need. In particular, TBC would like to draw the Commission?s attention to several points that TBC believes are crucial for ABE?s success in its new home at the Workforce Commission:

? All funds under the current ABE program should be transferred as well for program activities at TWC;

? A state ABE program director should be created and assigned at the TWC to administer, manage and oversee all daily activities of the ABE program. The Skills Development Fund (SDF) at TWC provides an excellent model for this program;

? TWC must maintain transparent decision-making in the allocation of ABE funding;

? All ABE funding should be allocated by county, so that all communities have a fair and equitable opportunity to access funding. Again, the SDF provides a well-functioning model;

? All ABE funds should be allocated in accordance with US Department of Education?s formula, which is based on the latest U.S. Census count of the individuals by county who are 16 and older, not enrolled in school and lack a high school diploma or GED; and

? TBC looks forward to working with TWC and other stakeholders to develop ABE plans with involvement from local employers, workforce boards, community colleges and other stakeholders to maximize industry involvement and participation.

On behalf of the members of the Texas Border Coalition, I offer our support to TWC as it takes over the ABE program. We have enjoyed working with the Workforce Commission members and staff on other issues that affect the workforce in the border region, and we look forward to working with the Commission and staff to carry forward the great work of the Adult Basic Education program as it moves to TWC.

California motorcyclist dies in southern Utah crash

KANAB ? A California motorcyclist died Saturday when he failed to negotiate a curve and crashed in southern Utah, according to the Utah Highway Patrol.

Killed was Chet F. DeVito, 70, of Anaheim Hills, Calif.

DeVito was riding his Harley Davidson north on U.S. 89 between Kanab and Hurricane when he went off the road and overturned, according to the UHP. Excessive speed was a factor, the UHP said. A passing motorist reported coming across the crashed motorcycle a short time later.

A helmet with the chin strap tightened was found in the debris. The UHP said it was not possible for it to be worn at the time of the crash.

One soldier, militant killed in Tunisia turmoil

TUNIS (Reuters) - Tunisian police shot dead an Islamist militant in Tunis and a soldier was killed in a blast near the Algerian border on Sunday, as the government grappled with growing security and political crises in the country.

There has been a surge in Islamist militant attacks over the past two weeks in the North African country, and on Friday security forces launched heavy air and artillery strikes on militant hideouts in the Mount Chaambi area near the Algerian border.

At the same time the secular opposition, angered by the assassination of two of its leading members and emboldened by Egypt's army-backed ousting of its elected Islamist president, is seeking to topple its own moderate Islamist-led government.

Tens of thousands of Tunisians came out in a show of force for the ruling Ennahda party on Saturday. The opposition has pledged to rally even more supporters in its own demonstration later on Sunday.

One soldier was killed and seven others were wounded in a landmine that hit their tank as they combed an area in Mount Chaambi where militants killed 8 soldiers earlier this week, in the deadliest attack on Tunisian forces in decades.

In the capital Tunis, interior ministry official Lotfi Hidouri police raided a house where militants were hiding weapons in the Kabaria district. "The police killed a terrorist and arrested five others," he said.

Witnesses said police also arrested several hardline Salafists suspected of ties to militant groups in the town of Sbitla, north of the capital.

One witness said dozens of Salafists then gathered at the police headquarters in Sbitla to protest against the arrests and that the police fired in the air to disperse them.

Over the past week, a roadside explosive device and a car bomb have targeted security forces in Tunis, the first such attacks to hit the capital. No one was hurt.

ARAB SPRING MODEL

Once considered a model among fledgling "Arab Spring" democracies, Tunisia is facing its worst crisis since protesters toppled autocrat Zine el-Abidine Ben Ali and set off a wave of uprisings across the region.

The opposition has accused Ennahda of being linked to or tolerating Islamist militant attacks. The party denies that and has stepped up recent efforts to crack down. It denounced recent attacks as terrorism.

Demonstrations swept Tunisia after the assassination of a Mohamed Brahmi, a member of the Arab nationalist Popular Front party, on July 25. The killing followed the assassination of party leader Chokri Belaid in February.

Prime Minister Ali Larayedh told journalists on Sunday a man suspected of ties to the Belaid assassination was captured by security forces. He called on militants to turn themselves in.

"I call on the terrorists being hunted by security forces to turn themselves in. There is no future in terrorism," he said, speaking outside the interior ministry, where he had been meeting officials.

The ministry is due to give a news conference on Sunday evening.

The air and artillery strikes by security forces in the Mount Chaambi area were launched after the deadly attack on soldiers earlier in the week.

State Tataouin radio and other local media reported on Sunday that Tunisian forces had killed 10 militants in Chaambi and arrested three others.

No security officials were willing to comment.

A day earlier, on Saturday, tens of thousands of Tunisians crowded into the Kasbah Square in a show of force for the Ennahda-led government.

"No to coups, yes to elections!", they shouted, in one of the biggest demonstrations since the 2011 revolt.

This Sunday night, the opposition aims to bring out even bigger crowds to rally against the government. It is also planning a mass protest on Wednesday to mark the six-month anniversary of Belaid's assassination.

Conserving Life Along China's Yangtze River (Op-Ed)

In late 2006, researchers from the Institute of Hydrobiology at the Chinese Academy of Sciencesin Wuhan, China returned from a six-week journey on the Yangtze River, dejected.

They had searched far and wide for signs of the baji ? commonly known as the "Goddess of the Yangtze," China's famed river dolphin ? and came up empty. Months later the freshwater species was declared functionally extinct.

Years of rapid industrial growth coupled with unsustainable practices had destroyed its natural habitat. It was the first species of dolphin whose demise was directly attributable to human influence.

Today, World Wildlife Fund and its partners in Wuhan are doing all they can to save the baji's cousin ? the finless porpoise? from the same fate. Estimates suggest that only about 1,000 remain in the wild.

In doing this, we also are working on a much broader goal: conserving the Yangtze itself. In protecting the habitat of the smiley creature, we also are supporting sustainable fishing practices that will enhance the country's food supply and continue to bolster its gross domestic product.

We're using conventional methods, such as reconnecting floodplain lakes with the main stem of the Yangtze to restore seasonal flows ? allowing for migrations between the lakes and the river ? as well as applying some unconventional methods, too.

Conserving the Yangtze is important, regardless of whether you're a businessperson, investor or eco-conscious consumer. The Yangtze River Delta generates more than 70 percent of the fish consumed in China, more than 20 percent of its agriculture and as much as 20 percent of China's gross domestic product. Frontier Economics recently estimated that the river itself could generate as much as 7.8 percent of global GDP by 2050. The river is also the source of copious amounts of minerals, and energy in the form of hydro-electric power.

Paradoxically, the same interests that benefit from the Yangtze are destroying it. CNN recently reported that about 800 million tons of wastewater is dumped into the Yangtze every year. Such pollution combined with overfishing (which, incidentally, threatens food supplies for the finless porpoise, among other species ), jeopardizes the long-term viability of the Yangtze and those who rely on it.

That's why WWF also is using unconventional approaches, working with local fishermen and business. Central to this strategy in China is sustainable aquaculture, the fastest-growing food-producing sector in the world. China is the source of more than 60 percent of the world's aquaculture, most of which stays in-country (about one third of all the animal protein the Chinese eat comes from farmed-raised fish).

WWF and its partners at the Institute of Hydrobiology in Wuhan have helped establish 50 "eco-fisheries" in lakes along the Yangtze, working with fishermen, local government authorities and retailers to source and produce a variety of fish (such as the popular mandarinfish) and crustaceans more sustainably.

While pursuit of the newly established Aquaculture Stewardship Council certification is still an aspirational goal, the project is helping those fisheries secure the coveted organic label in China by phasing out artificial fish feed, eliminating harmful fertilizers and clearing away boundaries between lakes and the river ? all with an eye toward maintaining fish stocks for the future.

In those 50 eco-fishery lakes, Institute of Hydrobiology research professor Liu Jiashou has seen improvements in water quality and biodiversity, not to mention improved economic conditions for the fishermen.

"The traditional practices would result in destroying the environment," Liu says. "But [with increased demand], the farmers cannot stop farming, so the only way we can help is to change the methods. Aquaculture has become the best way to have both intensive production and to control pollution at the same time."

The 50 eco-fisheries will not alone save the finless porpoise. But, there are plans to establish another 300 in the next decade. As eco-fisheries grow, WWF and the Institute of Hydrobiology are confident they will help curtail overfishing, reduce pollution in the water and maintain fish stocks. This will reduce stress on this critical basin upon which economic growth is so dependent.

Lives are at stake ? whether it's marine species, or the people who depend on the river for food and income. We can't afford to come up empty.

GM?s move to make start/stop technology standard on the 2014 Chevy Malibu is the first ripple of the wave of U.S. vehicles that will be outfitted with the technology as automakers search for more ways to improve gas mileage.

It comes with a variety of names, including a start-stop system, idle elimination, idle-stop-go and micro-hybrid.

?Engine stop-start isn?t a brand new technology, but the latest systems benefit from significant advances made in the last few years,? said John Nielsen, AAA?s director of Automotive Engineering and Repair.

?This technology is only going to gain momentum as vehicle manufactures work to meet the more stringent Corporate Average Fuel Economy (CAFE) standards set for 2016.?

The idea behind start/stop is that the engine shuts down when stopped for a period of time, then when engaged it starts up again. Ideally the driver would never notice it, but with past systems drivers have complained about delayed engine response, excessive noise, shuddering and shaking with systems.

Most vehicles with the system have a shut off switch allowing drivers to simply turn it off if they?re unhappy with it. The Malibu will not have a kill switch. It?s the first high volume, non-hybrid to not offer the option of a kill switch.

But with corporate average fuel economy numbers rising in the coming years, companies have been working diligently to refine the technology. This system is expected to improve the Malibu?s fuel economy by 5 percent in city driving.

The first non-hybrid stop-start systems in the U.S. market arrived on high-end vehicles from BMW, Mercedes and Porsche. For the 2013 model year, Jaguar joined the group. It?s not surprising that European and Japanese vehicles would lead the way on bringing the technology to the U.S. as it's estimated that 40 to 45 percent of vehicles in those places use the technology.

While it was once tied to expensive vehicles, the technology is running across all makes and models in 2014. The new BMW 4-Series, 1-Series and 3-Series will have it, as will the Jaguar F-Type, Audi RS7, Ford Fusion and Mazda3. Even trucks will start to see some systems: Dodge is adding stop-start to its V6-powered Ram 1500 pickup for a one mile per gallon fuel economy improvement.

Lux Research, a research and advisory firm providing strategic advice and ongoing intelligence for emerging technologies, predicts that more than 8 million vehicles in North America will be equipped with engine stop-start systems by 2017.

Additionally, IHS Automotive predicts more than 20 percent of vehicles built in North America will have the system by 2017, which is four times higher than the current number of vehicles.

Knowing the public?s perception of the system, GM spent a lot of time to perfect its version before putting it in the Malibu. Besides issues related to noise and vibration, shutting off the engine also impacts the car?s other systems, like lights, air conditioning, etc.

To avoid problems, the Malibu?s stop-start consists mainly of a beefed-up starter and a small auxiliary battery in the trunk. The extra battery is there so drivers won?t notice a momentary dimming of lights or slowing of the air-conditioning fan when the engine stops and starts.

The car uses the same electronic controls as several hybrids GM already builds. Those vehicles are widely considered industry leaders for smooth, unobtrusive operation.

Among other things, the system is programmed so it doesn?t keep cycling on and off in stop-and-go driving in heavy traffic. It also measures the inside and outside temperatures to keep the passenger compartment comfortable.

One reason the technology hasn?t caught on is that it isn?t necessarily cheap. The systems cost a few hundred dollars, but drivers can make it up, according to AAA. If gasoline costs $3.75 per gallon, the owner of a car that normally gets 20 mpg and is driven 12,000 miles per year would save an estimated $167 per year in fuel costs if the vehicle were equipped with an engine stop-start system. In this case, the system would pay for itself in less than two years and offer ongoing savings thereafter.

Another reason for the lack of promotion is that the Environmental Protection Agency, which helps determine mileage ratings for cars and trucks, doesn?t perform an appropriate test to help determine the system?s effectiveness and its impact on mileage ratings.

Facebook reveals Bug Bounty numbers, has awarded over $1 million in reward

Facebook wants you to know it's taking security seriously -- enough for Zuckerberg and Co. to pay out over $1 million in reward within two years for its Bug Bounty program. According to a recent blog post, it's awarded a total of 329 digital bounty hunters at least $500 for discovering and reporting security issues to the social network. The participants came from all walks of life across the globe (the youngest being a 13-year-old), and the most resourceful ones have already made more than a hundred grand each. Facebook isn't alone in exchanging big money for bug reports -- Microsoft, for one, is offering up to $100,000 to anyone who discovers security exploits on the preview version of Windows 8.1. Despite Facebook's success, however, over 6 million accounts were still exposed in June... proving that when it comes to security, tech companies can never sit on their hands.

Iran's Rouhani misquoted in remarks on Israel: state TV

DUBAI (Reuters) - Two days before his inauguration as Iran's new president, Hassan Rouhani said on Friday that Israeli occupation of Palestinian land had inflicted a "wound" on the Muslim world, according to a segment of his remarks broadcast on Iran's state-run Press TV.

An earlier report by Iran's student news agency ISNA had quoted Rouhani as saying: "The Zionist regime is a wound that has sat on the body of the Muslim world for years and needs to be removed."

ISNA later retracted the report, saying some domestic news agencies "including ISNA, had presented Mr. Rouhani as saying the Zionist regime is a wound on the body of the Muslim world that needs to be removed, and this was corrected".

The original version of the report had echoed the fiercely anti-Israeli language of outgoing President Mahmoud Ahmadinejad, but was swiftly repudiated by Iranian state media, which said unidentified news agencies had distorted Rouhani's remarks.

Press TV then broadcast an excerpt from an exchange between Rouhani and journalists at a rally to mark Iran's annual Al Qods Day in support of the Palestinians.

"After all, in our region there's been a wound for years on the body of the Muslim world under the shadow of the occupation of the holy land of Palestine and the beloved al-Qods (Jerusalem)," Rouhani said in the segment. ISNA later published that version of the comment.

Speaking before the ISNA retraction, Israeli Prime Minister Benjamin Netanyahu said Rouhani's remarks showed the reputedly moderate Iranian cleric was as hostile to Israel as Ahmadinejad, whose denial of the Holocaust and description of Israel as a "cancerous tumor" prompted international condemnation.

The United States and its allies suspect Iran of seeking a nuclear weapons capability. Tehran says its nuclear program is purely for peaceful purposes, but Israel regards it as a threat to its existence and refuses to rule out military action.

With a more pragmatic president in Iran, Western countries may see a better chance for diplomacy to lead to a deal to curb Tehran's uranium enrichment program and avoid any conflict.

"The true face of Rouhani has been revealed sooner than expected. Even if they hurry to deny his words - this is what the man thinks and this is the Iranian regime's plan of action," Netanyahu said in a statement.

Rouhani's words "must awaken the world from the illusion in which part of it is placed since the Iranian elections", he declared, saying Iran still aimed "to acquire nuclear weapons in order to threaten Israel, the Middle East and world peace".

"A nation that threatens to destroy the state of Israel must not be allowed to have weapons of mass destruction," he said.

Ahmadinejad addressed Israel on Qods Day in his last speech as president. "You planted wind in our region and you will reap the storm. I swear to God that a ferocious storm is coming and it will uproot the Zionist entity," Iran's state news agency IRNA quoted him as saying.

Toyota cautious on outlook after near-record quarterly profit

TOKYO (Reuters) - Toyota Motor Corp took a cautious stance on its profit outlook, worried over currency moves and a slowdown in Thailand and other emerging markets, even as healthy earnings on overseas sales lifted it to a near-record quarterly profit.

The world's biggest carmaker trounced its rivals Volkswagen AG and General Motors Co in earnings for the period as a weaker yen made exports more profitable and allowed Toyota to convert money made overseas at a more profitable rate.

Toyota posted its second best quarterly operating profit at 663.4 billion yen ($6.69 billion). Currency moves, mostly the yen's depreciation, accounted for more than 80 percent of the rise.

And while the company raised its profit forecast for the year to next March, the 8 percent tweak to 1.94 trillion yen was well short of the near record 2.27 trillion yen result analysts are expecting.

"There are some uncertainties in emerging markets," Toyota Managing Officer Takuo Sasaki told a news conference.

"But we will have the new Corolla going on sale in North America and a new compact car for the emerging markets, so we will aim to boost sales."

Analysts seemed unconcerned by the company's cautious stance, even as it also trimmed its U.S. vehicle sales target slightly to reflect a rise in demand for SUVs and pickup trucks where its U.S. rivals are stronger.

"Although the raised full-year operating profit forecast of 1.94 trillion yen is below the market consensus, there's no need to see this as a negative," said Toyo Securities auto analyst Takumi Hoshi. Toyota was reaping benefits widely from strong sales, a weak yen and cost reductions, he added.

YEN-RELATED GAINS

Toyota's strong results underscored a trend among Japanese carmakers relying heavily on a weak yen to post healthy profits.

The eight combined, including Nissan Motor Co and Honda Motor Co , posted a year-on-year quarterly operating profit rise of 441.3 billion yen, but the contribution from currency moves exceeded that, at 512.8 billion yen.

The dollar has risen about 25 percent against the yen since mid-November when expectations were rising that Shinzo Abe would become Japan's new prime minister and implement bold policies to bolster the economy.

Toyota's quarterly operating profit, which was in line with analysts' estimates, was the biggest since a record set six years ago and well above Volkswagen's group April-June operating profit of $4.5 billion.

But Sasaki sounded a cautious note on Thailand, where the market is down after subsidies for first-car buyers ended, and India, where an economic slowdown is weighing on vehicle demand.

In Thailand, Southeast Asia's biggest car market, Toyota's January-June sales dropped 2 percent year-on-year, in contrast to industry-wide growth of 22 percent. Last month, it cut its 2013 Thai sales forecast by 10 percent to 450,000 vehicles.

"The green car segment grew more than expected but we have not been able to introduce a model that meets demand there, so we cut our forecast," Sasaki said, adding that Toyota aims to start selling a green car there by the end of the year.

Toyota lags rivals in small, fuel-efficient cars that are increasingly popular in Thailand, its fourth-biggest market on a country basis. Rival Honda has seen strong sales of the fuel-efficient Brio Amaze in that market.

Toyota's exposure in ASEAN, which accounts for more than 10 percent of its global sales, is greater than its main rivals.

Three Somali pirates receive life sentences for 2011 slaying of Americans on yacht off coast of Africa - @PilotNews

Three Somali men were sentenced Friday to life in prison without the possibility of release on charges they hijacked a sailboat in 2011 off the coast of Africa and killed the four Americans they found on board.

It took a federal jury about 8 1/2 hours of deliberation to reach the decision and reject the pleas of prosecutors to sentence the men to death.

?What everyone should be thinking about today is the victims' families,? Lawrence Woodward Jr., one of seven defense attorneys involved in the case, said outside the courtroom.

While acknowledging he was ?professionally gratified? by the jury?s decision, Woodward stressed ?our hearts go out to the families.?

Reached by phone in California, the sister of one of the victims lamented the jury did not see fit to sentence the three men to death.

?I don?t know how they can shoot someone with an AK-47 and not get the death penalty,? Cynthia Macay said through tears. ?They almost will have a better life in prison than in Somalia.?

Ahmed Muse Salad, Abukar Osman Beyle and Shani Nurani Shiekh Abrar were convicted July 8 in U.S. District Court of 26 crimes ? 22 of which were punishable by death.

The charges stemmed from the deaths of four Americans on Feb. 22, 2011, on a 58-foot yacht named Quest. The victims were Scott and Jean Adam, a California couple who owned the boat, and Phyllis Patricia Macay and Robert Riggle, both of Seattle, who had joined them on the voyage.

FBI agents, Navy officials, and convicted pirates who were involved in the fatal hijacking testified during the trial. According to prosecutors and court records, the Adams and their friends were asleep at sea Feb. 18 when 19 men boarded the yacht armed with assault rifles and a rocket-propelled grenade launcher. They took control and began to sail for Somalia, where they intended to conduct ransom negotiations.

The hijackers never made it to shore, however, and four days of negotiations at sea with Navy officials failed.

Prosecutors said one of the pirates fired a rocket-propelled grenade at the American guided missile destroyer Sterett. Shortly thereafter, Salad, Beyle and Abrar opened fire on the hostages.

U.S. SEC official says 'gratified' by Tourre trial verdict

WASHINGTON (Reuters) - A top U.S. Securities and Exchange Commission official said the agency was "gratified" by a jury's finding on Thursday that former Goldman Sachs Inc banker Fabrice Tourre was liable for fraud.

"We will continue to vigorously seek to hold accountable, and bring to trial when necessary, those who commit fraud on Wall Street," said Andrew Ceresney, the SEC's co-director of enforcement.

Tourre was found liable on six of seven counts by a Manhattan federal jury in a civil case brought by the SEC. He was found to have violated federal securities law with his role in a failed mortgage deal.

Android surpasses iOS in yet another global tablet market share report

Similar to the way it has taken over the global smartphone scene, report after report is demonstrating that Android is doing the same thing for tablets now.

Canalys has just published a new report declaring that Android has overtaken iOS in the global tablet market.

During the second quarter, the report found that Android accounted for 53 percent of the market share -- notably thanks to devices with 9-inch or smaller screens.

Furthermore, Samsung, Amazon, Lenovo and Acer all saw shipment gains by 200 percent each on a year-over-year basis.

By comparison, iOS tablet shipments dropped by 14 percent, with Apple's market share falling to just 43 percent.

And without a new iPad or iPad mini anywhere on the horizon (despite rumors abound about what next generations will look like), the days of iPad dominance are all but over -- at least for the near future.

Canalys analyst James Wang remarked in the report, "When Apple does decide to refresh its iPad range it will not experience the buzz of previous launches."

While acknowledging that the Android ecosystem and platform still have some issues to be worked out, Canalys senior analyst Tim Shepherd also projected in the report that we will "see a substantial increase in the quantity, as well as the quality, of apps built or optimized for Android tablets over the next 12 months, as Google brings more attention to them through improvements to the Play store, and as the addressable base of devices continues to soar."

The tablet market overall did well with more than 34 million tablets shipped during the quarter, up 43 percent on an annual basis. Tablets also accounted for roughly a third (31 percent) of worldwide tablet shipments.

Canalys isn't the only market intelligence business affirming that Android is taking over the tablet market.

According to the Strategy Analytics second quarter report published on Monday, Android accounted for 67 percent of worldwide tablet shipments in Q2.

Both iOS and Windows declined to 28 percent and 4.5 percent of the global market share, respectively.

Throughout most of human history, humans went to bed shortly after the sun went down and woke up in the morning as it rose. There were candles and later oil lamps, but the light was not very bright so people still went to bed early.

Then came Thomas Edison and the incandescent light bulb and everything changed, including our sleeping habits. So, if you have problems getting to sleep at night or are a miserable person to be around in the morning, blame him.

Scientists at the University of Colorado Boulder found that if you live by the sun's schedule, you are more likely to go to bed at least an hour earlier, wake up an hour earlier, and be less groggy, because your internal clock and external reality are more in sync. The sun adjusts your clock to what may be its natural state, undoing the influence of light bulbs.?

The work is published in the current issue of the journal Current Biology.

The disconnect between the outside environment and sleep is one reason why even native Alaskans have problems sleeping in the almost endless days of the Arctic summers, and get depressed during the long nights of winters.

The subjects in the Colorado study lived more normal lives.

"We weren?t studying people who had sleep difficulties," said Kenneth Wright, an integrative psychologist at Boulder. "The amount of sleep they got did not change. What changed was the timing of their sleep and the timing of their [internal] clock relative to when they slept."

The researchers took eight adults, average age around 30, and followed them around the normal course of their lives for a week. The subjects spent most of their time indoors while working, studying, eating, and sleeping. Most of the light they encountered was ? artificial. Then, they sent the same people out camping.

Sleep and light were measured daily and the hormone melatonin every hour across 24 hours, once after the week of living at home, going to work, school, and then after a week of camping.

Melatonin is the "hormone of darkness," said Namni Goel, a psychologist and sleep researcher at the University of Pennsylvania in Philadelphia. Scientists use the hormone to measure photoperiods, or the physiological response that organisms have to cycles of daylight and darkness.?

"It rises at night naturally, and falls during the day, suppressed by light," said Goel.

Melatonin also drops the body?s core temperature, making it easier to sleep. People often take melatonin pills to help them fall asleep, she said.

After the week?s study indoors, the Colorado subjects went camping in the Rockies. Instead of artificial lighting, they had only sunshine during the day and campfires at night. Wright estimates the light from the sun was four times as intense as what they experienced indoors. The nature of the light also changed during the day. Think of the bright white light of midday and the golden glow that often precedes sunset.

In your twenties you decide on the final version of you. Sophie is working on it; Frances is stuck in her crazy, clueless, can't-pay-the-rent stage.

It's a tribute to Gerwig's performance, somehow both clumsy and elegant, that she wins us over despite ourselves, that we come to appreciate her aimlessness in a goal-oriented society ...

This is an odd film (creepier than it knows), and even if you feel the atmospheric company of Dunham-ism, with a little of Whit Stillman, Henry Jaglom, and Woody Allen, the core influence on Noah Baumbach's film is fifty years older or more.

Baumbach usually builds his films around difficult protagonists, but Frances is entirely endearing, at once silly and deep, hopeless and promising.

The dialogue and editing are zippy and generally charming, combining with the tart observations of 20-something culture to create a nice frisson.

A black-and-white salute to the French New Wave (the score is borrowed from Georges Delerue, composer of many a Truffaut and Godard film) that manages to be very much of this moment ...

Frances Ha has a warmth and lightness absent from Baumbach's earlier films, The Squid And The Whale (2005) and Margot At The Wedding (2007).

The sheer joy on Gerwig's face as she leaps and pirouettes across roads and between pedestrians is infectious.

There's little doubt that many people will find her insufferable, and almost everyone will experience moments of acute discomfort. But this is a wonderful performance that never becomes ingratiating.

Like Ethan Hawke's recent Before Midnight (aimed at people in their 40s), Frances Ha will engage its literate-minded target audience fed up with disaster blockbusters.

The hilarious, touching Frances Ha is lubricated by the same juice that allowed Jean-Luc Godard's Bande ? Part to slip so smoothly through the streets of Paris.

A film that's well aware of its own hipness, but never too cool to laugh and cry.

Frances Ha might well strike some viewers as ridiculously twee and tiresomely indulgent to its immature heroine. Not me, though. I'm happy to be enchanted.

Gerwig's last jaunt to Europe was in Woody Allen's feeble and disjointed To Rome With Love, and even Allen himself might acknowledge that here she is despatched across the Atlantic in a far more successful cause.

A perky cinematic pick-me-up starring the endearing Greta Gerwig who co-wrote the screenplay with director Noah Baumbach, her boyfriend.

I'm not sure what Noah Baumbach's Frances Ha is about, which is one reason I like it so much.

Frances is only adequate as a dancer but her enthusiasm bridges the gap between aspiration and ability. She deserves an A for effort. The film gets one for attainment.

It's a likable movie, with some nice moments of both comedy and pathos, and beautifully shot, but for me the reverence for its heroine was not completely earned, and the arrowhead was missing: the decisive jab of satire, of insight, of love.

This film may look like one of those annoyingly mannered independent films, with its wacky young cast and arty-farty black and white photography, but it's actually a fresh, smart and very funny comedy.

Noah Baumbach and Greta Gerwig have carved out, with effortless elegance and ease, a cinematic space for a woman to be, unapologetically, herself.

Frances Ha both acknowledges and earns its place in the tradition of the New York bourgeois comedy, encoding the angst of social mores in witty dialogue. Make no mistake: the cinematic slacker has come of age.

An unlikely feelgood crowd-pleaser - Frances Ha is sweet, funny, darling and almost unbearably lovely. And thankfully, everyone enunciates.

Brilliantly directed and beautifully shot, this is an utterly delightful, warm-hearted and very funny comedy with a wonderful script and a terrific central performance from Greta Gerwig.

Despite Gerwig's natural appeal and talent as a performer, Frances' self-absorption and flakiness begin to grate.

When is a film a throwaway sketch that's so good it's frameable? When it's Frances Ha.

Much of the reason why Frances Ha is a far more well-crafted and enjoyable piece of cinema than either Lola Versus or Damels in Distress.

"Bad Girls Club" star Natalie Nunn tells TMZ ... she's ready to and willing to raise a big legal stink to shut down a person trying to shop naked pics of the reality star to various media outlets.

That's right ... Natalie tells us the pics are legit ... but they were supposed to be private.

TMZ has learned ... the person shopping the photos is claiming to be a disgruntled ex-assistant who's more interested in embarrassing Natalie than scoring a huge payday.

Effects of ?Love Hormone? Differ Between Genders  New research provides biological proof that men and women have dissimilar agendas in social situations.

Investigators from the University of Haifa found that oxytocin, sometimes called the ?love hormone,?? affects men and women differently in social contexts.

Researchers discovered that oxytocin improves a man?s ability to identify competitive relationships whereas in women, it facilitates the ability to identify kinship.

These findings are in agreement with previous studies on the social differences between the sexes: ?Women tend to be more communal and familial in their behavior, whereas men are more inclined to be competitive and striving to improve their social status,? said?Simone Shamay-Tsoory, Ph.D.

Oxytocin is released in various social situations, and at?high concentrations during positive social interactions such as falling in love, experiencing an orgasm or giving birth and breastfeeding.

In her previous researches,?Shamay-Tsoory discovered that the hormone is also released in our body during negative social interactions such as jealousy or gloating. In the current study, researchers tried to find out what effect oxytocin would have on women?s and men?s accurate perception of social interactions.

Sixty-two men and women aged 20-37 years participated in the current research. Half of the participants received an intranasal dose of oxytocin while the other half received a placebo.

After a week, the groups switched, with participants undergoing the same procedure with the other substance (i.e. placebo or oxytocin). Following treatment, video clips showing various social interactions were screened.

Participants were asked to analyze the relationships presented in the clips by answering questions that focused mainly on identifying relationships of kinship, intimacy and competition.

Participants were expected to base their answers, among other things, on gestures, body language and facial expressions expressed by the individuals in the clips.

The results showed that oxytocin improved the ability of all the participants to better interpret social interactions in general.

When the researchers examined the differences between the sexes they discovered that following treatment with oxytocin, men?s ability to correctly interpret competitive relationships improved, whereas in women it was the ability to correctly identify kinship that improved.

Surprisingly, researchers discovered that the ?love hormone? doesn?t help women or men to better identify intimate situations.

According to them, since the ability to correctly identify intimate situations was substantially low among all participants in the study, there is evidence that correctly identifying an intimate relationship between two people is intricate and complicated.

?Our results coincide with the theory that claims the social-behavioral differences between men and women are caused by a combination of cultural as well as biological factors that are mainly hormonal,? said?Shamay-Tsoory.

Cleveland kidnapper's abuse aired at sentencing

CLEVELAND (AP) ? A former school bus driver being sentenced Thursday for kidnapping three women and subjecting them to years of sexual and physical abuse left behind a letter that said "I'm a sexual predator," an FBI agent testified.

Prosecutors detailed Ariel Castro's assaults and law enforcement witnesses described the jury-rigged prison he built in his ramshackle home. With the possibility of the death penalty for a forced miscarriage taken off the table, Castro stands to get life in prison plus 1,000 years.

FBI agent Andrew Burke said Castro turned his house into a prison by creating a makeshift alarm system and chaining them inside bolted bedrooms.

Bedroom windows were boarded shut from the inside with heavy closet doors and doorknobs had been removed and replaced with multiple locks, he said. The house was divided in ways to make it more secure and to hide the existence of rooms, he said.

Burke also testified that Castro would occasionally pay his victims after raping them. But he then would require them to pay him if they wanted something special from the store.

The letter written by Castro was found in his home and shown in court. It read "Confession and Details" at the top.

Cuyahoga County Sheriff's Detective Dave Jacobs said he talked with Castro a few days after the women escaped and that Castro said, "I knew what I did was wrong."

Early in the hearing, Castro tried to apologize to the victims, but after speaking with the judge said he would do that later in the proceeding.

A police officer who helped rescue the women said one was reluctant to come out of her room even when she saw the officers. They were scared even after they were taken out of the house and quickly began sharing details about the horrors they went through, saying that they had been starved and beaten.

"They were just shouting out a lot of things," said Cleveland police officer Barb Johnson. She described the women as thin, pale and scared.

Responding to questions from prosecutors, Cleveland police detective Andrew Harasimchuk said that the women all described a pattern of being physically, sexually and emotionally assaulted for years. He said all three women were abducted after Castro offered them a ride and that each was chained in his basement and sexually assaulted within a few hours of being kidnapped.

Cuyahoga County prosecutor Tim McGinty said in a sentencing memorandum filed Wednesday that Castro, who fed his captives only one meal a day, "admits his disgusting and inhuman conduct" but "remains remorseless for his actions."

The memorandum described a diary kept by one of the women.

"The entries speak of forced sexual conduct, of being locked in a dark room, of anticipating the next session of abuse, of the dreams of someday escaping and being reunited with family, of being chained to a wall, of being held like a prisoner of war ... of being treated like an animal," it says.

The sentencing could take up to four hours, court officials said, with Castro, his attorneys, his victims and prosecution witnesses getting a chance to speak. The legal team representing the women's interests declined to comment on whether they would testify or send statements to the court.

Prosecutors used a model of the house where Castro, 53, imprisoned the women to present their case. They also showed photos taken from inside the disheveled home.

The women quickly escaped after Amanda Berry kicked out the door panel on May 6 and Castro was arrested within hours. The women disappeared separately between 2002 and 2004, when they were 14, 16 and 20 years old.

Some horrific details of the women's ordeal had already emerged, including tales of being chained to poles in the basement or a bedroom heater or inside a van, with one woman forced to wear a motorcycle helmet while chained in the basement and, after she tried to escape, having a vacuum cord wrapped around her neck.

Castro repeatedly starved and beat one of the victims each time she was pregnant, forcing her to miscarry five times.

He forced the same woman on threat of death to safely deliver the child he fathered with another victim on Christmas Day 2006. The same day, prosecutors say, Castro raped the woman who helped deliver his daughter.

As part of his plea deal, Castro was to receive a sentence of life with no chance of parole for aggravated murder in the forced miscarriage. He would then receive 1,000 years for the kidnapping, rape, assault and other charges.

Berry, 27, made a surprise onstage appearance at a rap concert last weekend, and a second victim, Gina DeJesus, 23, has made a few televised comments. Knight, 32, appeared with Berry and DeJesus in a video in early July thanking the community for its support.

Knight, the first of three to disappear, also sent police a handwritten letter thanking them for their help collecting cards and gifts for the women. In the note, Knight told Second District Cmdr. Keith Sulzer, "Life is tough, but I'm tougher!"
